This is a tunnel, believed to have been built at the end of the 18th Century, allowing troops to pass to and from the open area of the Prince’s Lines, to a point in the Tunnels near the end of the Queen’s Gallery.  The stairs are believed to have been wood originally, so they could be burnt, but concrete steps have now been inserted.  The top of the staircase is in a small cave and has been covered over.
